Looking for suggestions regarding cleaning track rubber off tires. Tools, techniques, etc.

I looked at a car a week or so ago that had a dry sump. As I know little about them I would be interested in hearing some opinions regarding their usefulness.

I need to rebalance some tires that have track rubber on them. What is a good (read easy??????) method for removing the built up rubber? :huh:
