Mechanical or Electrical Fuel Pump

Am experiencing various fuel problems on 86 CRX DX with carb. Would a switch to elecric pump help? If so, what fuel pressure to run with Honda carb? With Weber carb?
 
It may.

A Weber carb should be regulated to 2.5-3.5 PSI, max.
