My read would be no, it would not be classified in ITC. If you look at ITA, you have the Si (at 2250#) and the DX models (at 2000#) for the same year listed. The LX is a trim level higher than the DX with the same powertrain (correct me if I'm wrong).
You can get clarification from Topeka, but I don't think you can make the leap to put it in ITC when the other 2 are listed in A, simply because it's not specifically listed in either.

It's virtually identical to the ITA (that just got moved to IT
DX. There is a 22 stock hp difference in the STD and the LX/DX.

Only one Civic came in that configuration - the "Civic H/B". I don't know why it even says "H/B and Sedan" because a Sedan never existed with that engine or the four speed, let alone both.
The LX had the same drivetrain as the DX, but a different body. But if the ITB Civic classification expressly says "DX" only, than I'd say the LX isn't currently classified. Either petition to get it added to the DX's spec line, or probably a better solution, don't race a four door Civic. It's not like the DX hatch's are hard to find.

If "standard" is a term of art in Hondaland then it means what it means. I.e. if there is a model that is officially or generally known as the "standard" model then that's the one, and that's the only one, it means. However, as Kevin points out, if that "standard" model only came in HB, the inclusion of "& Sedan" does make you wonder.
Sometimes the addition of "clarifying" words do just the opposite.
